After much research on the Net I did it this way and got 100% success
Seeds need Moister and Oxygen and can be drowned if submerged in water
(A) Get two plates, A dinner plate and a smaller side plate to cover.
(B) Fold 3 Cheapo oblong Facial tissues together longways over once and staple around edge to make Pad.
(C) Dip Pad in spring water and place on large plate (do not drain)
(D) Pop the seeds on top.
(E) Place a 2nd dipped tissue wet pad on top of seeds (touching pressure only with seeds) and then cover with small plate (to Create cavity between plates)
(F) Place in grow area 15c-20c is ideal
(G) After 2 hours tip any excess water off (Hold pads and drain any water that wants to run off (10 seconds)) Place back in grow area with plates in place.
(H) Wait 24hrs
(I) if Seeds pop, place them in Moist soil 3mm deep with tape root end first (Carefully)
(J) Sprinkle some fine soil on top to cover slightly and place transparent plastic cup over seed with fine pin holes in top to get Relative humidity up to 80% (Seedlings thrive at 80% Relative Humidity)
(K) Seeds that have not popped> Now Give Then Oxygen. Place the seeds (transplant them) on top of a single soggy-(75%) flat cotton wool makeup cleaning pad in a used small shallow Nivea cream container. Place top on slightly and place with loose tin foil over top in Grow area (to stop light penetration)
(L) Seeds that needed oxygen will now pop giving 100% pop rate in another 24-48Hrs. These seeds will have a very large Healthy root. Follow steps (I) and (J) to start seedlings.
