All of our plants recently are short and most noticeably are not growing any branches and we have no idea what changed. They seem healthy but they just never take off like they used to. We have always use ProMix BX for our soil and recently they changed the color of the bag you get it in when you buy a bale but I was told were from store it was the same thing. The first bale with the new label had a fowl odor of some sort my other half thought so we got another one somewhere else and this problem keeps going on and we don't know how to get out of it...

Change soil. Get the plants out, wash the roots and put them in the new soil.

You will see if they are root bound when you remove the pots to change soil.
If you are worried just transplant one for now. That will allow you to check the roots and get it into new soil then you can see if it takes off or not.
My guess is they have tiny roots from overly hot soil, the roots get shocked and stop growing causing the plant to just sit there like an ornament lol.

Okay, thanks. I will pull one and take some pics of the roots and put into a 5 gallon and see what happens but I need to get some different soil right ? these latest ones are 21 days now so I need to move them quick, should I try the promix HP instead of ProMix BX maybe or might just etting them into more of the same work?

You could buy a bag of cheap potting mix with no fertilizers and mix it 50/50 with what you already have.

dk- Promix is usually very consistent stuff, but bad batches can happen! Beyond this, the list of potential causes is lengthy... common suspects also include nute's gone bad, root pests, off-pH, consistent big temp swings,...on and on! 
There are several other good brands of "soilless" peat based media out there, if you want to stick with this type medium,.. coco is great, but is a very different ball game vs soil and other soilless,... And there's always high quality soils!thanks to those that have replied to this. I asked everywhere around here for something with no fertilizers and everyone said promix so I got some promix HP and transplanted 2 of them into that as opposed to the BX we have always used. Shortly after transplanting them I thought Id killed them as they were all wilted but when I went up 20 minutes later they were both standing tall so we will see if it helped. Maybe we are giving them nutes too soon now
So if the soil Is too hot the only thing we can think is we may be starting them on nutes too soon and feeding them too often. Our pots are always heavy lately so we are going to cut back on feedings and wait until at least day 17 before we start them on nutes. weird thing is they look nice and healthy and green without any nute burn or anything, they just don't grow anymore. So frustrating...
