Lighting Buying used light system

Hey guys, I'm looking to upgrade my light system and I came across this ad on kijiji, I currently use sunsystems so this is a little but different for me, he said he is able to go down to 160$ for everything, I'm aware ill likely need a new bulb (not a problem) but does this look like a good deal? Since I'm new to this set up, is it normal for the wires to be exposed like that? Anything I should look out for when checking it out tmrw?

what brand ballast? not a bad deal though not sure what you pay for shipping... here is a really good deal for a brand new one http://www.greners.com/i/packages/grow-light/1000-watts/get-it-done-1000-grow-light-package.html and I have bought from these guys and was pleased with customer service. Awesome! Thanks for the info, I'm unsure of the ballast type, I guess the wire is exposed because he had it directly wired into a timer? He is gonna replace the receptacle plug though,

Many grows burn down the house dont take chances if your not an electrician, and dont trust someone elses mods if they are not an electrician. IMO seriously.
