New Grower Delayed flowering

Already posted questions on "beginners forum" but want to ask more generally why my EasyRyder autofem plants have yet to flower but are now 4 weeks old. The product says flowering commences after 3 weeks.

I'm growing outdoors, it's late summer (day length about 13 hours and reducing) and the plants look strong and healthy, but no flowers!

Is this a common experience with outdoor set-ups?

Is the "three weeks" just a guide or does it apply specifically to plants under lights 24/7 or similar exposure?

The timing can vary from seedbatch to even different seeds within a batch....might begin in the next 7-10 days perhaps.

I have seen a few people say they had autos that didnt flower on time cause they had their lights on 12/12 but idk man. That's along time for no pistols!!
