Lighting DIY Cob build less than 100$??

I purchased a 2x2x53" tent on Amazon last night. Unfortunately I won't be growing until I am set up in my new place. It works out for the best, I plan on buying 2 "almost complete" cobs, build a frame at work and choose a driver to power them. Baby steps.

The tent showed up and was missing almost all of the poles and hardware needed to set it up. I sent it back and will be going with a 32"x32"x63" tent instead. In this size will a single cob be enough light for a single plant or should I use 2 COBs?

Depends which COB you'll buy and how hard you'll drive it. Bigger COBs you must hang from larger distance (Vero 29 C, Citizen 1825), you'll need only one but drive them 75-200W. Of course you can drive them softer too, and buy 2-4 of them.
If you buy smaller COBs, you can have 2-4 in your tent and drive them softer (30-50W each). This also means you can put them closer to plants.
