Lighting Efficiency Question

I'm bored waiting for my parts to show up so I thought I would get some more of my questions out of the way. My build will be done using citi 1818 chips which according to this data https://cobkits.com/product/citizen-clu048-1818-90cri-choice-of-color-temps/ can run up to 250w. I plan on running them at 50-60w. How do you determine the efficiency rating at the wattage you are running at? A cob rated for 250w and only running at 50w is only 20% efficient? That can't be right. Keep in mind this question is coming from an electronic dummy. Pipes
 
This is from the owner of cobkits. As you can see the efficiency is very high for these cobs. There are ways to calculate the numbers or they could be tested in an integrated sphere but most including myself don't know how to do the math or own a sphere. This chart is part of the reason I refer so many people to him. He has put in serious time and is very knowledgeable

57% is crazy good. Especially for the price of the cobs themselves. I checked the other day and I have ordered just over 250 citizen cobs without a single issue. Even the 10 dollar 1212's. Citizen is a great company!
