Nater, If you mean the Federal Program, Its a lot older than 20. I met a guy over 40 years ago who was on it and got a sealed tin full of pre rolled's every month from Mississippi. An old and ailing retired doctor, they had him so worried about losing it that he wouldn't pass it or come off of a single joint.
