Your plants look fine. If your concerned that they aren't getting tall enough, simply raise your lights a bit more. Ideally you want the node spacing, the space between new leaf sets, to be about 1".
How high can should I move my CFL's? I've been keeping them about 5 inches about the tops.
Soils with slow release nutrients are generally avoided for growing autos. Most take about 3 months to be exhausted and autos don't like that high N level once they go into full flower, around week 5-6. I would be very cautious about giving any additional nutrients, especially in veg. The slow release will probably be enough.
