Yeah, the reason i ask is becuase the plant looks either over or under watered. And my guess looking at the leaves is overwatered.
I think you should treat this one as the "trial" and maybe pop another one and we'll start from the basics.
How big is that pot? I like 6 - 10 litres (max) pots becuase even when i'm fully watering, they only take about 2 litres before "run off" (i'll get to that)
What kind of soil is that? Is it commercial canna grade soil? I use coco personally, but for soil would follow the recommendations of others who have succes with Plagron Light, Biobizz Light and John innes Seedling starter mix (john innes being the last choice)
What kind of light do you use? What power? She's looking a bit small for three weeks, but that could be a number of things (lack of oxygen through not draining enough or overwatering)
Watering: You should be PH adjusting your water to between 6.2 - 6.5 before it goes in the pot. You'll need some "PH down" (nitric/citric/phosphoric acid) and a digital PH meter.
Nutes: You'll need them from about week three if the soil isn't pre-nuted..
Run off: You don't really need run off for the first two weeks - in a pot that size if you got run off if you water it until it's heavy - you'll have to wait three weeks for it to dry out (and the roots won't drink any faster - to make the roots drink up you need wet and dry cycles)
So seedlings need half a cup every few days (not a full watering)
Only water till run off when the roots are established - then wait until the pot is super light to pickup before watering again (leafs may droop if you leave it too long, but you'll know the plant was happy by the leaves laying flat or reaching ot the sun)
Well - i think thats it.
To protect your plant from animals - get 4 canes - put one in each corner of the pot, and wrap some green see through netting round them.
