Indoor questions please read all before reply

I just started growing a few plants. They are about a week and a half old and are little sprouts. they are in a small cup that I am using for right now.
I used some organic soil from the store that has
.10 nitrogren
.05 Phosphate
.05 Potash

I just bought bigger pots and happy frog ocean fresh soil. It has
.40 nitrogen
.10 phosphate
.70 potash
and it has 5 % pertile,
bat guano, peat moss, and earthworm castings in it too

My grow is in a medium closet. I am using 8 CFL bulbs rated at 6500K and 1600 lumens each for now. I will add more when I have the cash. The seeds are from bagseed.
I am posting a pic of the plants today. 1.5 weeks

so my questions are these:

1.) WHEN should I transplate my seedling to the bigger pot?
2.) WHEN should I change the soil to happy frog ? based on the level of nutrients is stronger in it
3.) Is there anything during the other stages of the plants lifes that I absolutely NEED to add to my soil? As in fertilizers, etc? I have read for hours and get super confused what I need and dont based on what I am using. I dont want to give it too much or too little.

Hi buddy, I would transplant as soon as you can, most people start their auto's in the final pots to save giving the plants any stress while transplanting I'm not familiar with that soil but if it's anything like biobizz all-mix you should be fine to just put those biodegradable pots straight in, water and away you go:) hope this helps, have you read any reports of that soil burning seedlings?

having a read on the net now, seems people recommend adding 25% perlite to help with drainage
