So I have set up my Veg tent with a 4 ft 4 bulb T5 with two Cream Carmels and MI5 in a 4x2 tent have an oscillating fan in it my qusetion is am I going to need a fan for extraction of air or can i get away with the fan for circulation only going to be in there for three weeks or untill they show sex

I don't think you will need a exhaust fan with that light.If you can keep acouple vents open or the door slightly open that should be enough.
so have my three sprouts how far should I keep the light away i read that you can get them pretty close but not sure how close they should be when they sprout should I wait about a week to get it really close two are about 16 inches 1 of them are about 12 because i have on something to get close to the light

You can have them pretty close as long as your temps and airflow is good. 6 inches or closer even. Some put it right up to them, just watch for them growing into the light and burning.
With that being said, you do still need ventilation no matter what light you have. You have to exchange the air for fresh air. I do see that you're just growing them for 3 weeks. I would leave the tent door open for ventilation, but then what's the point of the tent really.. in that case you could just hang the light in the corner and grow the plants for 3 weeks.
