question, when watering with biotabs, should runoff be worried about or can I just water without runoff?

Id say you want to keep run off to a minimum.

You could water without run off, but would not want to let your pots dry out complelely.

With a perfect watering regime for your environment and plant there should be no drying out for salts to build up.
I use an autopot with my biotabs so they're constantly getting bottom fed as needed.

I would however as Sensi Jay says, water to a little run off if you're unsure ... this will help push through any salt buildups which could effect PH.

Soil, doesn't massively matter. Coco, to run-off every time.
