Indoor What do you think of my dwarf

What do you think is it a mutant or just a slow grower ?
it is tiny compared to other seeds germed at same time
all leaves are dark green and healthhy apart from drooping down abit
any ideas ?
it is about 4 weeks old

We need more info like strain,soil type,nutes and feeding schedual.

strain is either auto lowrider #2 , auto widow or auto berry
i feed 1/4 strength seasol or seasol powerfeed for vegies every second water
light is 400w hps
soil is potting mix with perlite and vermiculite
rain water i use is 7.0 , runoff without nutes is (last water is 6.6 )
lights are on 22/2
