I have researched this forever and haven't come to a conclusion, which is better 3 or 5 watt led panel. What do you think is better and why?

The best results I've had so far using LED are with Philips Rebel chips driven at 1w but they are one of the most efficient LEDs you can get. I've also used 3w in the MS0006 and 5w chips in GNs old HP series.

A low end light 5w is going to better than 3w.
A high end light, it depends on the actually chip for how efficient they are so a 3w could be better than a less efficient 5w. It's better to ask about a specific light or LED Diode to get a better comparison.

How tall is your space ? I use 3 watt and I like a minimum of 5 ft for height ... 5 watt should need an even taller space ... so how tall is your grow space ? 3 watts is sufficient but 5 watts will penetrate better ... If you're going to grow tall plants w/ lots of headroom you'll want 5 watts ... otherwise 3 watts will work well ...

Very small, 3' by 2.5'

Spectrum plays a massive roll with a lights efficiency too bro a poorly researched spectrum will really hamper a light with good components.

I know there are several factors that can go into this like wattage, type of led, distance from canopy, nutrients, temperature, fan, were it was made and on and on and on. Let me clarify what i am trying to ask, lets Say you have the same spectrum same everything EXCEPT one panel contains 3w diodes and the other 5w diodes. Which one would work better in a grow?
