Try adding one tsp. per gallon to start,if thats not enough add more in small incroments until you get where you need to be.You can also add lemon juice at the same ratio.

To really calculate you'd need to use the henderson hasselbach equation. Otherwise add a few drops per Litre and see how your waters pH reacts and go from there. Keeping in mind that the solution will only buffer to a certain pH than the pH will drop really fast (which will raise again over time).

You need to add the vinegar to your feeding solution, then feed your plants. Add some, check the pH of your solution, then add more till you get it down to around 5.5. That should help balance out the 7.5 and give you a decent soil pH of around 6.5. Vinegar is only a temporary fix and as the solution is used up, your pH will start to climb back up again.
