id say there both pretty similar hps bulbs will be cheaper than the cmh ones but the cmh will have a better spectrum than the hps what sort of budget are you working with have you thought about led
It's just the lumen per watt and the spectrum that you should care about... 40k/m² is perfect and the CMH is the clear winner on spectrum of those 2. So the CMH 315W is out of the 2 a perfect choise for a 3x3 grow space. But if you have the money go for an LM301 LED solution instead. For a 3x3 you will need around 180W of actual power, so buy a 2 x 288 QB and dimm it to increase efficiency

I would not buy the Lumatek. Don't trust that kind of lamps that have huge power claims but don't mention the output in lumen. It could still be (easily) better than the CMH 315W but it will never beat an LM301 based lamp
That is indeed what I recommended BUT this is only the board, you still need a power supply (Meanwell with A, B or AB at the end which indicate dimming support) and a heatsink. But I know you will find kits around 200USD that are more or less plug and play. I have no experience but I thought Koray was a good one to buy from.
