There are many other factors here as well..
Is he going to fill the tent from edge to edge?
How many plants?
If your only going to run 4-5 plants in there, you can do it with 8 cobs, no problem... He could build a, 3-2-3, 8cob fixture and hang it in the center with 4-5 plants underneath and be good to go... Then continue to add cobs in the future as his needs or wants increase..

I agree. I would do what you can afford and make adjustments as you go. 3-2-3 is probably the best option too. The yield may impress you. I know for a fact a year ago I wouldn't have considered 220 in a 4x4 but I'm sitting pretty now.

There you go. Walter... Smo has done an amazing job with 220w in a 4*4... You would Have 400w in there and would be rockin 4-5 plants.. Im using 400w over 4 girls and its tons of light..

Total COB watts or PAR watts? 13.75?

220/16sq' that was cob watts. The whole section is doing great with low wattage. Not saying everyone will pull 1/2 lb autos but 3-400 umoles at the canopy makes for a healthy easy to maintain grow.

Probably only do 4 plants
I was thinking it should work out as it is just a matter of scaling up what I have, to what could be.
And if I am seeing some nice results with my 2 cobs in a 50cmx50cm surely going to 1.5mx1.5m (probably go down to a 4x4 tent) with 8 cobs it should be pretty ok
Guess the Clu048 1212 would be the cheapest option - albeit not the most efficient. but sufficient

For a few bucks more you could go with the 1812's. That's what I use in all of my lights
