60+ days even with that light, should be bigger.

For my old outside grows i would start my plants indoors before transfer to outside. Had a similar cfl s setup just to start them out, and after a month they were looking better than that 60 day plant. Sorry buddy, you need new lights and maybe a better seed company

... this is a case of bad genetics most likely, regardless of other factors... 61 days is way way past any reasonable time allotment for auto'ing, this is a misfire plant... either treat it like a true photo' (which it pretty much is) and ride out another 6-8 weeks after she starts to actually bloom, or scrap it,.....
