61 days and not flowering

60+ days even with that light, should be bigger.
Stunted plant maybe?
Weak phenotype maybe?

For my old outside grows i would start my plants indoors before transfer to outside. Had a similar cfl s setup just to start them out, and after a month they were looking better than that 60 day plant. Sorry buddy, you need new lights and maybe a better seed company

I have a new light coming on Wednesday and fresh seeds in water.
 
New led might

Germinate in a pot with holes, so transplant shock is avoidided

Raise pots with something firewproof

Get auto pot system

Get cheap air pump and air domes

Using tangs easy feed scedule... advanced nutrients

Drop temperatures, humidity and give a good flush and ypur sorted

Dry buds steadily 64 with humidity around

You will have some fire in 70 days....
 
:toke: ... this is a case of bad genetics most likely, regardless of other factors... 61 days is way way past any reasonable time allotment for auto'ing, this is a misfire plant... either treat it like a true photo' (which it pretty much is) and ride out another 6-8 weeks after she starts to actually bloom, or scrap it,.....
 
Update!
I got a new light and it was a game changer. I almost gave up on my girl but today something magical happened.... she is showing beautiful white hairs. Better late then never!

Did you top the plant in the 2nd pic? Just asking because I don’t see the traditional main cola up the middle.
