My area is safe and I'm legal here in California.
Weather now in high 60's to low 70's. Night temps in the mid 50's.

3 gallon Smart Pots Y or N?
Start indoors Y or N? If yes then how much light until how big?

I am concerned about getting enough light this time of year. What's minimum?

More light the better with autos. I would wait till march to put them outdoors because the days are so short. Supplementing them with indoor light would be your best bet if starting now imho. 3 gall smart pots will work fine. I recently turned onto smart pots and have been impressed with the results. I've been running 5 gallon multi pots outdoors and indoors.

If night temps fall below 60, your plant size will be negatively affected. You could build a mini greenhouse for your balcony or bring them inside at night. Best bet would be to wait until temps increase but you will get something if you plant now, maybe just not as much as if you wait for better conditions.
 
Start indoors for 3-4 weeks with as much light as you can give them, then they should be good to go outside seems like you're pretty much in spring already.. I'm jealous - looking at close to 5 feet of snow on the ground and more coming..
