can I use a 600 watt lamp in the 250 and 400 watt settings or do I need to get separate bulb?

If it is a dimmable 600W HID Ballast yes you can.
Never fire it up cold from a lower setting though.
If you want to use the 250 setting you still must fire it up and warm it up on the 600 setting before you can drop W to desired setting.

No problem with my China ballast.
I run it on 50% with a 400W bulb in a 400W ballast.
It´s on timer so it fires up on the 200W setting without any problems.
I have also tried it with a 250W bulb and 50%.

Oh they will fire up and work, for a while.... but your shortening the overall life of the bulb if you use the correct bulb but fire it up from cold direct to a reduced power setting. Some studies show degredation of up to 90% bulb life if you don't fire up at full power.
As for using a lower watt bulb to match a reduced setting, don't be surprised if someday you get an unexpected lesson in arc welding.
That one I don't need to read a study about, I learned it first hand....
