New Grower can you stunt plants if your LEDs are too close?

I have 7 amnesia haze autos and after 33 days the tallest is 5inches. I think I may have stunted them. I have gone over my journal and cant figure out how. The plants look very healthy but are just small. I am growing in 5 gallon pots with promix. I have 2 300w LED lights. I am using foxfarm nutes. temp is at a steady 74 degreesF and RH is 60% my light cycle is 20/4 Unfortunately I dont have pics to show. They are beautiful plants just really small. The only thing I can think of is that my lights were too close and they didnt get the stretch they needed when they were seedlings. Any help or opinions would be much appreciated My lights are about 20 inches from the plants
