Lighting Cob light overhaul

Found these light on a grow journal here. Seems like a very cheap Chinese version compared to what I have seen here. Could I swap out the cobs like the reviewer stated. I would like to run citizen cobs. This seemed like a very cost effective way to get up and running then maybe upgrade the driver later on?
 
Cost of the light plus parts should be much cheaper than he quoted. 2540's are very cheap. Assume a 40% efficient 2540 powered by a 80% efficient driver I really don't see the work worth while. The reason for the specific cob reference is probably based on the size of the reflector. It's an upgrade over the original light but really not by much.

Yes you could. It's not a bad upgrade if you already owned it but I wouldn't buy it to upgrade if that makes sense.
