New Grower Cold Basement...... High Humidty,

Looking for advice on my 3nd grow.
1st 2 went very well, but when I started my 3nd set of seeds, the frost had left the ground, and the water table got very high and I am unable to keep my tent warm. get down to the high 50`s and only goes up to the low 70s when the light is on, Its only a 2'x2' tent so no room for a heater.
I do have an exhast fan and tried to vent it back into the room (figuring it was warm air) but when I did that the humidity levels SHOT up to 98%.

What/how would you deal with these problems???

The only thing I can think of is to put a large clear regular bulb,maybe 200 watt with a reflector in there and that might give you a little heat.
 
Add a cfl to gain heat and lower humidity or a small portable de-humidifier or has you extractor got a 2nd speed?
 
I normally run 20/4 untill the last 4 weeks then go to 12/12, but 3 out of my 5 plants didn`t flower, went into preflower, but stopped there, so I had to switch to 12/12, funny thing is the 3 plants don`t seems to be developing any futher.... I thought it was because it was too cold.

I do have a dehumidifier running in the basement now, but its only been 2 days, so i`m hoping that`ll help.
Was thinking of putting a seedling type heating pad under the tent. (it sits on 1" styrofoam) by the time I order one it`ll be for the next grow.

Anyone else ever do that?
I am a firefighter, and am legal to grow 15 plants, but am dealthy afraid of a fire
 
As far as the heat and humidity issues, I'd tell you to put the dehumidifier in the tent for the heat it produces, but looking at your other thread you're only working with a 16 cubic foot tent, the dehumidifier would take up a quarter of the tent plus you'd need serious air exchange through such a small tent to feed the dehumidifier. I've seen small enough radiant type heaters that you could use to maintain the heat overnight, I think seymore buds has one. But, overall I feel like the real answer is a larger tent that'd be easier to manage the environment within, plus, with a tent your size there isn't even room for fire protection. You're legal to grow 15 plants, that many plants can take up a large bedroom if you give them the space and light.

As to your plants not flowering, are you sure you're not working with a longer pheno than you're used to? My last grow i had one plant that waited 2-3 weeks to go into flower, it ended up being the largest of the grow.

So why did you stay at 12/12 once you had induced flowering?
