Damping off?

Not sure if this or normal or not but my seedling stem has turned black in the middle portion and has very tiny white hairs on it. Is this from keeping the soil too moist for too long or does it look fine? Sorry for the low quality pic

Hard for me to say. If the black part gets skinnier I'd start to worry.
 
Looks ok to me in the 3rd pic? Its been a couple weeks since your original post, any updates?

With seedlings if you're having trouble keeping moisture in your soil, try making a humidity dome. Either that or only give it a cup or 2 of water and water around it not directly on top of it. You want the roots to travel out and down looking for water, this will help with any possible mold or anything building up around the base of the stem.

Also make sure your temp and rh are in the right areas and make sure the air in the tent is moving as well. Seedling stage you want your rh 65%-70% and the temps in the 75-80°F. I try to make sure my exhaust is moving 2 times my tents volume. That usually keeps everything where I need it, but might be different for you
