First Time Grower looking for advice

Hello all, I'm a first time grower and am looking for any advice from some of the veterans out there. I have been researching/obsessing over my new found passion. Here's my set up. ILGM- White Widow 4- 5 gallon rdwc with a 5 gallon reserve, Viparspectra xs4500 light, 4x4 tent, 6 inch inline, 6 inch exhaust attached to carbon filter, 2 small oscillating fans and a tower fan. Water- temp is hot- 78-80f tap water with GH nutes and hydroguard with a low dose of cal mag.. Currently at week 3 with 580 ppm. Environment- It's in a garage in the Northeast. Temps in tent 83f Rh 75%. Ambient temp outside the tent is 80f RH 70%. Light is currently dimmed at 60% and on a 20/4 cycle.

pics are of just two plants I have. The bottom one looks more scrawny and I'm not sure why.
