Is it okay to use 2 inline fans one for the cool tube and one for exhaust/carbon filter instead of a duct fan and an inline fan?

get a 400w hps you won't need a cool tube just air going in the bottom an oscillating fan to move it around and a filter to take it out,simple!

Yeah I would advice on getting LED too if you can afford a good one. If you are in NA, then better go with Mars Hydro. If in europe, then go with GrowNorthern LEDs. But I understand if you prefer to go the HPS route.
