Think I'm a bit confused about advise to only use half a cup of water at seedling stage. But need to water until run off!!!!

i never water with runof the first stage of seedlings...only keep it moist at the top.. i use maybe around 200 ml the first week when needed. the pots will dry out very slowly the first period. (using 5.5 L pots and led )
