Chloramine in the water supply ... very common these days, just go to your suppliers website and check if they use chloramine as a pose to chlorine.

I've seen conflicting opinions/experience, but all the water authorities i've checked advise not to use chloraminated water in aquariums, hydroponics etc ...

I've never checked wikipedia on the subject until today and they have some good advice on cloramine removal :

I think the soundest method of the ones detailed in the link above is using UV light, then sunlight.
