My empire of cockroaches would carry a plague which would wipe the filthy humanoids from the planet, thus creating fresh air so my empire of roaches could move on to the bovines next, and end with the genocide of all easter bunnies.

along these lines... definetly... but locally managed everything with worldwide communication as mass... with an ability for each citizen to vote on each issue... get rid of representatives that dont represent us..



except of course, for older societies that "opt out" of it... and leave them their space... and LOTS of it...

I mean communal societies like deep in the wilderness... "Indians" for lack of a better term...to elaborate.
