So I'm about to cull a couple of Dinamed Kush CBD's and wanted to make MCT oil with them. One for 30ml tinctures and secondly for a hand cream.

As this is a new process for me and it's going to be used by friends and family I wanted to know what I was handing over...
I read the average advised amount of CBD oil to use would be around 15mg every 6-8hrs.

So Dinamed Kush CBD is rated at 16% or 160mg/g
Assuming after decarboxylating (CBDA to CBD) you get 140.8mg/g at a conversion of 0.88
Then the absorption rate of MCT oil of 0.94 would give 132.4mg/g

500ml MCT oil infused with:
28g flower = 3706mg or 7.4mg/1ml
42g flower = 5561mg or 11.1mg/1ml
56g flower = 7414mg or 14.8mg/1ml

So if I wanted 15mg CBD per 1ml oil I'd expect to use 56g/2oz flower?
Is it even possible to get 2 zips in 500ml oil and would it really infuse all of it?

What's people's recommendations for dosages based on the amount of dry flower?

Your calculations are more accurate than they need to be because the uncertainty in cbd percentage carries thru all the calculations.
You have assumed 94% efficiency of getting cbd from the flower to the oil. 50-80% is probably more realistic for strained oils.

If you want 15 mg/mL, and want to use your numbers above, then use
28 g in 250 mL, or
14 g in 125 mL

As amount of herb increases, and oil used to dissolve cannabinoids decreases, more and more medicine will be lost to the strained out sludge, reducing extraction efficiency.
If plant matter can be tolerated, the only way to get 100% efficiency is to leave the plant matter in the oil.
 
Or, if the oil is for consumption, and you don't want to lose cannabinoids during extraction, just decarb the ground weed and stuff it into capsules rather than extract.

If you need to do oil for salve rather than consumption, you can also put the leftover drained residue weed into gelatin capsules. The concentration of cannabinoids in the weed residue will not be much different than the filtered oil, so you will end up with the salve you want, plus some useful edible capsules.

If you do an alcohol extraction and find that the tincture is not strong enough, you can leave the tincture to evaporate until it reaches the needed concentration.
