Inside Bugs ?

Hi all, this is a 13 day old seedling. Tangerine Dream Auto. I just sprayed a little Neem oil on my girl and then these black spots showed up. Anyone know what I'm dealing with and is the plant shot ? Really appreciate any help from anyone, this is my second grow and I'm worried I've got to start over. But if that's the case I don't want to repeat the same mistake. If anyone can tell me how to avoid this, in the future, I'd really appreciate that also. Stressing out about this, first time dealing with bugs or something like this. Thanks ahead of time for any advice, comments or help.

I had plants looking like this at the beginning and most of the time they were turning out pretty good in the end. Id give her some more time 😊

The spots look like some dry soil particles that got whirled up while you sprayed the plant or something like that. Does not look like bugs to me.
 
I don't think you want to use neem oil during lights on or if you do turn your lights way down. Might want a better opinion on that cause I've never used neem oil. I treat most my bug issues with spinosad or insecticidal soap. I agree spots just look like dirt and what not
 
Yeah, I think I'm leaning more and more to it being dirt I didn't notice when I sprayed. Just can't figure out why it looks so wonky, lol.
