Lighting Lighting Dilemma. 4000k Spectrum any use?

Hey guys. I currently have a dilemma on which lights I should get. At the moment I am using a (real watts) 40w 2700k CFL + a 25w 2700k cfl. I know that it's not a lot but I have only been growing 16 days with it. Now, I want to buy more lights but due to my location, its hard to find the right equipment.

I've got access to 40w 2700k cfls and 60w 4000k cfls.
Should I just buy more 2700k cfls or should I consider the 4000k at all?

Either I buy 3 more 40w's to get a total of 185w of 2700k cfl OR I buy 3 60w 4000k cfl's to add to my current setup. Help would be greatly appreciated!

I'd say for veg 4000K are a little better, but spectrum-wise i'd go for 6400K or more for vegging(based on the logic-> Blue=veg, Red=flo).

Flowering requires 2700K, but those are not so good for veg.
