I think it must be store policy, dont guess who's 18, just card everyone.

I was with my son and wife and needed to show ID to buy day time Mucinex (cold medicine) however many months ago. I asked do i look under 18 she said "its not that I just have to physically scan your ID" so I'm sure lighters are included in that whole mess. At the liquor store they dont but target has some weird policies.

Used to live near that place. Lotta heavy duty creepy shit goin on there! There were guards posted with machine guns all through the woods around the perimeter. If you stepped foot near there, they were there! If you were kayaking the river and stopped at any of the beaches along that part of the river, you were told to keep it movie...
