I do not know if we we have any small guy dispensaries, I read we have 40 company's that own 186 dispensaries, BUT one dispensary can have up to three locations. That's a possible 558 stores in 67 county's. If I'm understanding the rules right. But I imagine the vast majority of them are in Pittsburgh and Philly.
Here's my thinking on Cannabis legislation.
First of all, it should be
all inclusive!!! The more people that are included, the power of the black market is decreased and used to the fullest, it could become insignificant. Since we know that
some of the cannabis blackmarket also supplies dangerous drugs. This would have
some effect on the blackmarket distributing the more dangerous drugs.
It should be extremely transparent! There's that follow the money train of thought. This has been bugging me ever since my old neighbor needing my help. Those people that are producing the product for sale under the Texas NON-Compassionate care crap, are absolutely killing it. I will guarantee you that the prices are the highest in the nation and the product is absolute crap! I will guarantee you that some legislators got their palms greased when this program was imagined. I smell the same BS with the Pennsylvania legalization bill that failed.
It needs to be strictly regulated for the health and welfare of the public that consumes the product. There should be no discrimination from a naturally derived product, as are most concentrates in a lot of legislation. You are not making a new compound, you're just removing an element of the plant. Any other method of making concentrates, should simply follow whether it is healthy or not.
And leveling of the playing field to compete with other businesses. That means all the normal banking and tax regulations apply to people in the cannabis industry. That would make the entire cannabis industry a bit less of a risk to undertake. I do think it would also lower the price of weed
Cannabis taxation should be simple.......... Hey California!

Businesses should be taxed by the government to cover the costs of regulating for
health and safety for the public.
Citizens should be taxed by the government for the product that they actually
buy. This way the government can't slide in a tax on the citizens by applying it to the business, in excess of what regulations costs................ Since we all should know that
citizens pay all the taxes on businesses with the price of the product.
Beyond any common sense of not packaging toward children and making sure only adults partake, that's really all that should be regulated. There should be free movement between states as any other commodity, just duly noted so. I know a lot of this is not going to be possible until the rescheduling done federally. I'm hopeful that will occur sometime this year.
