That's Mg defc. alright,... yes, that dilution will be okay; generally for defc. treatment, 1 generous tsp/L for soil dose, and about 1/4 of that strength for foliar,... if you don't have a water spreader/wetting agent, it won't be as effective because the spray will just bead up mostly; these products allow the spray to coat and stick more evenly, minimal beading, so more surface area get exposed, thus more gets absorbed... foliar is also the fastest way into the plant.... if you're running 24/0 light sched', you'll still be fine pulling them out of the direct light during treatment; you want things to dry slowly, to allow the stuff to get absorbed, plus HID lighting (HPS/MH, LED) can cause surface burning sometimes,...
