Im just finishing my first grow and I made mostly technical mistakes, that I learned from.
My advice would be, start with 2 plants. I recommend a strain that you could keep smoking for years. And at least medium yield.
Here some I recommend from review here on AFN. Auto White Widow. One of the most popular strain on the market today, made autoflower.
I dug around the forum few days ago and I think someone made 185 grams per plant!
Auto Northen Lights. Also, very popular.
I won't say much about this one but this is too, a VERY good strain.
I also stumbled up this post,
Plug and Grow Lights.
This is very cool because you don't need to calculate how much lumens, watt, and the sockets you'll need. This is really just plug-and-grow. and 80$ for lights is a pretty average price for start.
(Trough this method you will get only 2700k lamp [flowering lamp] But usually people get 2 sets, one for each growing phase)
You will need soil and nutes and I just bought what I could find, but I would recommend dyna nutes based on reviews.
You will need nutrients; Grow, Bloom(flowering) and probably some additives, eg, molasses, big bud, tiger bloom, root juice and so on.
This makes your plant produce bigger and higher quality buds.
-You can get all start nutes you'll need in aroud 70$ (spend all extra money here)

OF soil is great for begginers but here its overpriced and I would rather mix my own soil.
I got some random soil I found (vbad choice) but I didn't knew my alternatives was coco + perelite and organic soil mix (both from hydro shop for just 15$ for 50 liters./17~ gal)

personally get coco for my next grow.
So soil is 15$.
There is alternative hydro method but I dont know thing about it.
It would be hard for me to cover ventilation because I don't know much about it, only that you must have at least one fan to control temperature and create good root system by mildly blowing on plants.
I used very very basic setup with air fan, simply blowing on girls and lamps. I could tell they want fresh air, better wind and so on.
-You can use fans you have at home or buy one.
(there are also air sucking vents and blowing vents, research on it a bit and fit it into you budget) [research this]
Next to that, a must have items include
pH measure. (digital or paper)
pH fixers (homemade or pH up and down) [research this]
Temp + Humidity (Thermometer)
30-100x magnifier
Trimming scissors
*There are methods like SCROG, SOG, LST, which are good for your plant, but might cost some money.
Always research first

I might missed something out but here's the math.
light 80$
soil 15$
nutes 70$
the other equipment
3$ + 10$ +10$ + (pH paper 5$ \ digital 30$)
= lets say 45$ (digital is good)
210$. Lets say vents another 50$
and money for seeds, which could vary. (I payed aroud 50$)
Each grow room is different and unique so costs would change from one another.
There are also stuff like mylar, smell control, pH fixs that you might need.
