New Grower my first indoor grow

I have grown a few on my balcony but am trying an inside grow. I am growing superskunk and kush ryder auotos in pots using biobizz allmix.

I have a corner of a room with mylamar reflective and i have a digital ballast that goes from 300/450/600 watts.

The seeds have popped and are a couple of inches high so i need to know when to put them under the lights and how near.

No I did not ask WHEN to put them under lights, i asked about biobizz

OK a bit of confusion here. i did ask yesterday about using jonne innes or biobizz. I didn't get an answer so i have gone for biobizz. So my question is when do i put them under lights and how near to the light. They are a couple of inches now, should i wait untill the first set of leaves?
