With those protrusions on the dorsal abdomen, I'd bet you have aphids. Wipe off what you can. I like using Neem oil for control and as a repellent.

Pollen Chucking Closet Hack
Tiny for aphids but looks like it, normally they can be seen by the eye. hose your plants off and use DE around the base. Are there ants near by these tend to farm aphids but DE will kill them to.
I too say it looks like an aphid of some type. Ladybugs will clean up an aphid problem in no time at all. After they eat the aphids, they die for lack of food.

definitely aphids Clay! Are you outside? Winged ones land and start shitting babies everywhere, plus they are ubiquitous; fortunately, they're the easiest of pests to waste 
... Red has it: mild soapy solution or alcohol as a wipe with paper towel pieces, then any number of safe garden sprays will do the trick! Are you in bloom, or veg? In blood, choices are more limited largely due to residuals some products leave behind,... I highly recommend getting a wetting agent/water spreader to use with the spray... this will increase it's penetrating and sticking ability! There's several good ones out there,... I like Coco-Wet best-

Thanks guys, this bug problem was found while growing indoors. these bugs only attacked one plant out of 7. it was one of the plants closest to the grow closet door. They are in VEG state currently. I put the bug infested plant outside and really sprayed it good with an aphid killer all over the tops and bottoms of the leaves, and today morning it was really perky and good looking outside. all the leaves are strong looking on the plant outside now. not at all droopy. Here's a pic of what my closet looks like. I circled the plant which was moved outside. the large plants on the right are Harle-Tsu, and the leaves are kind of droopy. The bug infested plant actually looks healthier than these indoor plants. Should I spray the rest of my indoor plants as well? I will take a picture of the bug infested outdoor Harle-Tsu when I get home tonight. thanks again for everyone's help! thanks , Clayton

Well, I'll tell you... if it were me, an avowed murderer of damaging bugs, I would look my other gals over closely.
If I found more aphids, I'd spray them all.
If I didn't find any more aphids, I'd spray them all.
With that kind of population on one plant, I can almost guarantee others are infected.
