It works either way. Some people like to start in a solo cup with no bottom, and then just place the solo cup a few inches into the final pot. It's a pretty wise tactic.
From my experience with gardening and greenhouse work, it is always best practice to minimize transplanting. I grow hydro, and start them in a rockwool cube, and that is the final home.
If I were growing in soil I would germinate in a paper towel and put them straight in the final pot home. I do not understand why people use intermediate pots for annual plants. Perennials are another matter. Every time you move them you risk several issues, direct physical damage to roots, pH fluctuation from pot to pot, water holding capacity, nutrient capacity, and different soil structures. All this adds up to the occasional mistakes even for a master grower.
