Yea, I am not 100% sure because they are small and hard to see yet but I think you are right about them being stipules. So if they are stipules they will grow into regular branches correct?

No they will stay just as they are ... branches are diff looking they look like the ones coming out of the top.
 
Nothing just a growth trait of canna.

I noticed that they have testers like PH testers but they test N,P,K levels of the soil. Does anyone think one of those testers would be useful? If so, what are the proper levels for NPK?
 
Here are tonight's pics. The plant looks healthy to me except one leaf has the very tip brown and the same leaf has a tiny black spot. Could this be from the 5-3-3 organic fert I gave a couple days ago? if so, why is it only the one leaf and what about the black spot? I don't know if I should be worried, help from anyone would be appreciated!
