New Grower Newbie question about buds blooming.

Hi I am new and I am wonder why not all buds not bloom/grow?

Example,look inside blue circles.
What can one person do to make all buds grow?
will they ever open up and become bigger?




I think need to click on picture to see big picture.

That is a calyx. Buds don't form there.
