Lighting Noob question about T5 for vegetative stage

Looking to grow 4 plants and I wanted to start them under T5s while I'm waiting for my tax return, and then switch them over to LED for the flowering stage.

I'm looking at this T5 light and I'm not sure whether to go with the 4 bulb or 8 bulb. Would the 8 bulb be too much light for seedlings and the vegetative stage? Thanks in advance!!
