Lighting "Old Style" Mars 300w LED?

These lights work well. Their customer service is top too, as I had an issue with the power supply for the fans and they took care of it quickly!
 
I'm new to growing and LED's.

Why is this so favored?
What is the difference between the stated 399 watts and the170-180 true watts?
Can this light really cover veg and flower?

I have a pair of them and I've grown up to 9 plants under them. The 2 were used to cover a 4'x4' space. I use the for the entire grow and have had several harvests of fine bud.

Most standard LED growlights run at 55-65% of rated power. There are several reasons for this but its mainly to give them a long working life.
 
Just ordered 4 of these same lights to cover a 5x5 space, they're replacing a 600 and 400w HPS.
