Lighting optimum vegetation light

I'm looking for a light system for vegetation only but like the title says I wand optimum vegetation, low budget for 4 plants 'till a mount old.
 
Well I have in my tent a 400w HID and an a51 xgs 190. Right now I have 2 plants in flower and 3 in vege and it feels like I am wasting the xgs for vege thous 3 ones. My plan is to use this tent for flower with bouth the xgs and the HID and build another cabinet for veg. After first tent is harvested I will move the veg plants to the flower and use the small cabinet for some days to dry the first tent buds and start vege some plants again. So I'm looking for low costs but good vege light, that can keep 4 ladies and no stretching should ocue.
 
Your either going to need some high watt 6500k cfls with reflectors or a t5 ho 4ft 6 or8 bulb light with 6500k bulbs.Iuse a t5 ho 4ft 8 bulb light that works great for veg.It is still going to cost some money no matter what you choose.
 
It is a future project but what I find in my country ... lol to expensive. 8 bulbs @ 300 euros and 4 bulbs 120 euros. To much for vege...
 
what watts are we talking about? the t5 I mean and pla tell me what is the difference between t5 and t8.
 
Optimum for spectrum would be a CMH light like Philips cmd 942(also good for flowering), yet some led cob floodlights would do the job as well.
 
How 'bout I buy from a normal lighting store a support for t5? Îs there a difference between gtow shops t5 and normal light shops? I can find cheeper aht there and from ebay... 130$ for the transport? I don't think so.
 
I veg mine under cheap 23w cfl and reflectors from hardware store. I found plants did better for me under the cfl than my mars led during the first maybe 3 weeks. I add more than 1 as it grows a bit. Hope this helps, i think i spent 20usd on 2 clamp reflector lights and bulbs. Also t5 is t5, only difference between a t5 shop light and t5 grow light should be the bulbs.
