Does this look like PM or is it normal outdoor funk sticking to the leaves? If it is PM is there a way to get rid of it and save the plant, or should I trash it?

Menk-- that's bug damage mate, I know it well!
... looks like thrips damage, maybe leafhoppers,... both are highly mobile, jumpers, fliers,... often not at the scene of the crime! have a close look around tops and underside,.. thrips do usually feed topside though,... look for eggs and juvies/larvae on undersides... not much to do about it unless it's badly infested, but if you need a spray that's bloom time safer, a product with spinosad is the ticket,.. minimal residue, low odor, very effective on these vermins! You'll need a sprayer to do proper foliar treatment,... meantime, look up thrips, leafhoppers and familiarize yourself with how they look, size, color, etc.,....
