New Grower Roots - not so much

I packed the soil all around the edge, yesterday. Gonna try watering along the sides first to runoff, then water the center of the pot.

1L, I have a 3gal airpot watered with 1.5L last night and got no runoff from the bottom. This is just an indicator for how much water they can hold.
