So to adjust the PPM do I just add more water to dilute? I used 8 gallons of distilled water and 4.4 of gased off tap water

Found a video telling how to lower and raise PPM . I will dilute and find 200PPM

Yes you can dilute it. That is exactly what I do.
Add your cal/mag then add your base nutrients until you get to your desired PH. Then dilute until you get to where you want in EC/PPM.
