New Grower Seedling Leaves Curling Down A LOT + No Roots Through Rockwool at Day13 (pics)

Still struggling through my very first grow. My once perky (though yellow tipped) Critical Jack seedling has been curling downwards pretty dramatically the last few days. She seems underdeveloped for being day 13.

It started growing its second set of leaves 3-4 days ago. They keep growing, but they're curling around the cotyledons now and the tips are pointing inwards toward the stem. I know some curling can be normal, but this seems excessive.

Quick rundown of my setup:
150W HPS overhead plus 2x 23w 5000k CFL lights
DWC 3 Gallon buckets
RO Water at ph 5.7 (I check and adjust if needed daily... holds pretty steady)
Temp range is 64-79. Tends to hover in the upper 70's
20-4 light schedule
Humidity is low, tends to be 25-30% (hanging a wet towel in there hasn't helped much)
2x2x5 GL60 grow tent

Here are pics of her from this morning. I thought maybe its getting too much water in the DWC, so I lowered the water level to just below the bottom of the netpot (it had been maybe 1/8" over the bottom).

I gave her a 1/4 strength feeding about 6 days ago. Should I up the strength and feed again? Was going to change up the res anyway...
 
Is that rockwool dried out?

So, the top is, which according to feedback from my grow journal (see sig link) is OK. I pulled the cube out yesterday and the bottom 1/3 or so of the block was damp, along with the hydroton around it. It was actually pretty wet, which is what made me think it was getting too much water.

Thats also how I noticed there are still no roots growing through the bottom of the cube. At almost 14 days! I started another seed recently and got a root showing through the bottom of the cube within ~4 days. Makes me wonder what is going on inside that cube.
 
I've definitely had some pop and not grow before. (seed problem I think not sure) My cubes go into dirt but I've had to place a thin layer or dirt on the rockwool to keep it from drying. The roots should have definitely made it out by now. I've pulled the bottom off of my dixie cup with rockwool in it at 5 days and had 4" roots dangling.

I'm tempted to gently cut into the bottom of the rockwool and see whats going on. Could it be clogged or something and strangling the roots trying to get out?
 
maybe peel it. I wouldn't think it's stuck. Not breaking through I can only guess it dried out or damped off but that's just my guess(bad seed)

I'm going to give it a try in the morning... Too much basketball and medication for me to f with it tonight.
 
looks like those burnt tips are dry? - possibly dried out ?

it looks the same as mine which has been severely fecked over by pH so urs cant be that but my symptoms of the drooping leafs and yellowing is similar except my yellowing is from the inside out from the new growth etc

u tryed flushin then .7 ec or sutin squeeze the rock wool if u can to keep air in just incase its overwatered but looks to dry to be overwatered

how much water did u giv it when u fed it?

im in the same boat as u - were gonna have to nurture these babies
