New Grower Seedling problems

So I have two seedlings right now that are 21 days old. One is looking very healthy and the other is having some problems. I don't know what is wrong but the weaker plant looks like it's growing asymmetrical. The new leaves are coming out all crooked and do not at all look right. I cannot figure out the problem. I'm growing in fox farms planting mix and organic perlite. I'm using a 600w digital ballast and it's sitting about 40 inches away from the seedlings( I also have 2 girls that are just beginning their flower cycle, so that's why it's so far away). I have great airflow and humidity(right now the temp is at a pretty constant 76-77 and humidity is staying around 45-50) I'm using tap water which I filtered myself and also using an air pump to pump in oxygen into the filtered water. I haven't added any nutes to either seedling. I've been watering every 3 days with 64 oz of water for the seedlings. There isn't anything I've done to the weaker seedling that I hadn't done to the stronger seedling so I'm confused as to what's up. Please help!

I see no mention of what your Ph is, some pics would help a ton here... "Check your PH"

Ph is about 6.8-6.9 I don't have a digital ph tester so it's a little hard to give an accurate reading but it was a little under 7.

That looks a sure sign of Ph issue there.. You need an accurate PH meter if you are going to grow, they can be picked up for cheap or expensive but it is essential for growing.. Test strips and liquid drops aren't accurate.. It could also be a mutant plant, if the others are doing fine and that is the only one that isn't doing well it could be genetics. It happens and sometimes those produce the best buds. One thing you can try to do is top the soil with 2 tbl spoons of dolomite lime.. Its a buffer thats helps buffer the Ph of your soil..
