Outdoor Should it be about time i can flower my plant?

Im a beginner at this and I started with the Kaya 47 grow. it has been about 3 months now and im wondering if i can start flowering it now. I have read that i can start after about 13 inches of growth but other spots say until they are grown to about 20 inches. I posted a couple of pics too so yall could see it :) any help is appreciated.

Welcome to AFN it's a nice place here but your pictures didn't post only a path to your picture files
 
If its been 3 months, I would be very surprised if not.
In fact I'm sure with most strains this is a very long veg stage and you could have flowered before now. Wait and see what others say but sure its time!

you need to click go advanced in the quick reply box, then scroll down to manage attachments. add files, and then select them from your pc click upload and theyll be attache to your post.
 
Are they photo's or autos? Are they inside vegin' now and you want to take them outside to flower? Or have they been outside for 3 months?
 
Ok sorry, here are the pics. And they are autos, and no they are not growing inside at all so yes theyve been outside throughout the whole process.

It says that they are to flower October time online for the photo kaya 47's
If auto's though and you've been growing them 3 months, clearly they are failing to auto-flower & if I were you I would induce manually the flowering now.
